SOCIAL CAPITAL AND CIVIC ENGAGEMENT IN ASIA

WORKSHOP STATEMENT
This dissertation workshop seeks to engage scholars whose work explores the impacts of collective action and social capital, and its various component parts (trust, norms, networks and associations) in diverse parts of Asia, where the nature of state, civil society and alternate civilities is changing rapidly. Our premise is that the “productivity” of civic engagement in terms of enhancing the economic and political vitality of local communities depends, to a large extent, on the responsiveness of the local government and the nature of civil society/alternate civilities in the region under examination. As such, empirical research that seeks to discover and document how social capital and civic engagement interact with other aspects of social and political life to enhance, or perhaps diminish, well-being is important to both intellectual and policy debates taking place across a variety of academic disciplines. Further, researchers who focus on Asia are well positioned to contribute to theoretical debates about the relative usefulness of the concept of “social capital” and associated terms such as social cohesion, cooperation, public participation, empowerment, and community as ways of apprehending the complex dynamics of Asian settings. The workshop thus seeks to bring empirical research and re-theorizations from Asia into a productive dialogue.

ELIGIBILITY AND ARRANGEMENTS
The workshop is intended for doctoral students whose dissertation projects concern the role of civic engagement and social capital, in its many variations, in fostering dynamic change in any part of contemporary Asia. The purpose of the workshop is to encourage and assist doctoral students who are just beginning work on these issues, as well as those who are farther along in their projects. The workshop will involve intensive discussion of the individual projects and also the larger theoretical and methodological issues that they raise. Possibilities for continuing associations among interested students and faculty will be explored. Applicants must be enrolled in a full-time doctoral program. They must have drafted a dissertation research proposal, even though it may not yet be approved by their committees. They must be prepared to engage in some work prior to the meeting, namely reading and commenting on the proposals of other participants to establish a basis for productive exchange at the event.
The workshop will take place over three days on the campus of the University of Toronto. It will include twelve students and four faculty members from a variety of disciplines and interdisciplinary fields. The Asian Institute at the University of Toronto will cover the costs of work, meals, and accommodation. Travel will be subsidized up to a maximum of CDN$600 per participant.

APPLICATION DEADLINE is JANUARY 30, 2009
Applications consist of two items: 1) a current curriculum vitae and 2) an 8 to 10 page double spaced dissertation proposal. Alternatively, if the work is well underway, an 8 to 10 page double spaced description of the specific issues being addressed, the intellectual approach, and the materials being studied. Workshop participants will be selected on the content of the submitted projects, the potential for useful exchanges among them, and the benefits of including a wide range of disciplinary and interdisciplinary approaches and intellectual traditions. Summer Course on Forced Migration Issues
Centre for Refugee Studies, York University

The Summer Course on Refugee Issues is an internationally acclaimed eight-day course for academic and field-based practitioners working in the area of forced migration. The course involves a rigorous schedule of lectures, panel discussions, and a simulation exercise. It draws from academic and field-based experts for its faculty and, reflecting the Centre’s mission, serves as a hub for researchers, students, service providers and policy makers to share information and ideas.

The Program

The Summer Course provides an interdisciplinary, interactive and experiential approach to the study of forced migration. Through attending lectures and related small group sessions, course participants develop a deepened understanding of the political, economic, social and cultural contexts of forced migration, and the major state and non-state institutions involved in refugee protection and advocacy. The Summer Course is unique in that its program includes simulated refugee hearings held at the Immigration and Refugee Board, Toronto. In this intensive exercise, course participants are assigned roles to carry out mock refugee hearings closely modeled on the framework of the Canadian refugee determination system.

The preliminary list of topics for the 2009 Summer Course is:

· Canadian refugee determination (including simulation)

· Environmental Displacement
· The future of forced migration

Participants will have also an opportunity during the course for structured networking and idea collaboration through participation in a theme-based small group session. A preliminary list of these themes consists of:

Canadian and international refugee law and policy

Resettlement services and support in Canadian and international contexts

International humanitarian assistance: pros and cons

Human Security/Securitization

Environmental and Development-induced displacement

Internally Displaced Populations

Externalization of Asylum

All participants who complete the full course receive a York University
Centre for Refugee Studies Summer Course Certificate.

The students and requirements

The Summer Course is designed for academic and field-based practitioners working in the area of forced migration. Participants typically include government officials, non-government organization personnel, university faculty, and graduate students. The requirement is that applicants have either some academic or practical background in forced migration. If the background is strictly academic, a first degree is required. (Undergraduate students may apply to the course if they are completing their degree prior to the course start date.) Applicants must have English proficiency.
Dates: June 6 – 14, 2009

Times: Full course days will run 8:30 am – 5:00 pm. Opening reception and registration is in the afternoon of June 6.

Location: York University Toronto, Keele Campus

Course Fee: $975 (Canadian) After February 28, 2009: $1100 (Canadian)

The course fee includes the course, course materials, including a one year subscription to Refuge: Canada’s periodical on refugees. Food and accommodation are not included. A limited number of tuition subsides are available.

Accommodation

Participants are responsible for arranging their own accommodation. York Hospitality can arrange on-campus accommodation, including dormitory rooms as well as private suites. York Hospitality is also able to provide discounted rates at three area hotels. Participants interested in making arrangements through York Hospitality need to complete and return a Request for Accommodation at Hospitality York form (see below).

Applying to the course

Applicants must submit a complete Summer Course Application Form along with a resume or CV, letter of reference from an employer or volunteer supervisor, and a short autobiographical sketch outlining their academic and practical background with respect to refugee issues as well as a short statement of particular interests in this field.

CALL FOR PAPERS:

The profound changes in the international system after the Cold War fostered promises of a more integrated, peaceful and prosperous world. However, conflicts permeated by cultural, ethnic and religious cleavages have appeared suggesting new and dangerous dynamics in the international system. The question remains whether multilateral institutions and the growing consensus about the basic underlying values of international society can offer positive solutions to these conflicts. At the same time, globalization of the international political economy has thus far failed to spread economic growth evenly and incorporate poor societies into the world market as early enthusiasts projected. The growing awareness about these social inequalities in world politics justifies expectations that the issue will remain a priority on the agenda of multilateral institutions in a foreseeable future and that progress will be gradually made.

Meanwhile, issues of identity and ethnic differences also intersect with social and economic inequalities in a growing range of contemporary conflicts. Without reducing one to the other, a growing number of IR scholars have considered cultural politics as an explanation for the exclusion of the majority of the world's population from the benefits of economic development. However, other scholars focus on structural dimensions associated with material and institutional environments as reasons for the growing conflict within and among countries and regions along religious, ethnic and cultural lines. In Latin America, for instance, political developments in a number of states have demonstrated the role of indigenous identity politics in restructuring states and their economies. This meeting would like to encourage further discussions that explore the issues of diversity and inequality in integrated analytical frameworks.

Another central theme of this meeting is to elaborate how developments in world politics after 2001 have fostered processes that have fragmented the international system into competing world views and produced destabilizing severe power asymmetries. For instance, a growing number of scholars and practitioners have approached the challenges of world order and justice by restating the necessity of addressing inequalities in North-South relations and defending alternative South-South alliances that seek to balance a single superpower.

Moreover, new political leaders have framed the problem of diversity and plurality in world politics as an opportunity to contest the universality of western style democratic institutions and individual freedoms. How and why these issues are emerging in the world community constitutes an important area of research.

As a field, International Relations has expanded considerably outside its North American region. A growing number of scholars, academic institutions and associations have emerged in the last two decades, initiating a process of progressive, albeit uneven, inclusion of contributions from all parts of the world to the ongoing debates in the discipline. This process is reflected in the impressive internationalization of ISA's annual conventions, in the creation of the World International Studies Committee (WISC) and in the organization of a great number of international and regional conferences – all of which have contributed to a lively exchange between international scholars worldwide.

The joint ISA/ABRI conference is the first of its kind in South America and its main objective is to stimulate academic exchange between Latin-American scholars and the international studies community worldwide. Besides encouraging a strong regional presence, the meeting is also an opportunity for the participation of scholars from the Caribbean and Africa.
